'Ali al-Halabi was born in 1960 in the city of Zarqa', Jordan, as his father and grandfather emigrated from Jaffa, Palestine, to Jordan in 1948. He began seeking knowledge when he was past twenty years of age. His most distinguished teacher was the Muhaddith, Muhammad Nasir ad-Din al-Albani whom he met in 1977 in Jordan. He stayed and studied with the shaykh for over 20 years till his death. He has also has ijazat (approbations) in Hadith from numerous other scholars, including Badi' ad-Din as-Sindhi and Muhammad ash-Shanqiti.

He was one of the founders of al-Asaalah magazine which is printed in Jordan. He was also one of the founders of "Imam al-Albani Center for Educational Research and Studies in Methodology" in Amman. He used to have a weekly article published in al-Muslimoon newsletter which was printed in London. He has participated in numerous conferences, da'wah lectures and educational seminars throughout the world, including but not limited to: United States, United Kingdom, France, Holland, Hungary, Canada, Indonesia and Kenya. He has also been invited to give lectures and participate in conferences locally in Jordan, including University of Jordan, Yarmuk University and Zaytuna University.

His written works and books that he verified exceed 150 and they comprise treatises, books, hardcover volumes and voluminous sets. Some of these works include: 'Ilm Usul al-Bid'ah, Arba'un Hadithan fi ad-Da'wah wa'd-Du'at, Arba'un Hadithan fi ash-Shakhsiyyah al-Islamiyyah,  Dirasat al-'Ilmiyyah fi Sahih Muslim, Ru'yatun Waqi'iyyah fil-Manahij ad-Da'awiyyah, An-Nukat 'ala Nuzhat an-Nadhar, Ahkam as-Shita fe as-Sunnah al-Mutahharah, Ahkam al-'Idayn fi as-Sunnah al-Mutahharah, Ad-Da'wah ila Allah bayna at-Tajammu' al-Hizbi wat-Ta'awun ash-Shar'i, etc. Many of his books have been translated into other languages, such as English, French, Urdu, Indonesian, etc.
